Chapter 10: Minimum Standards of Training for Department Personnel

Minimum Standards of Training for Department Personnel

The Firefighters of FBVFD shall attempt to be certified in Firefighter I through the Virginia Department of Fire Programs. Training Officer shall try to help each Fire Fighter become competent in as many areas of fire fighting and safety as possible. The Training Officer shall try to observe the Va. Dept. of Fire Programs documentation for Training of Firefighters and Jr. Firefighters. [3] The Training Officer shall strive to train all FBVFD Department Personnel in the following areas:

General Firefighting

Portable Pump Operation

Drafting

Discharging

Proper Application of Water and Foam using appropriate appliances

Radio Communications

Wildland Fire Operations

Basic House Fire Operations

Basic Foam Usage

Basic Firefighting Terminology

Basic Firefighting Appliance Labels

[4] The Training Officer shall keep a log of what is taught, who is present, and when the training took place. Notes should be kept brief to explain what was taught and the extent to which it was taught.

Current Minimum Standards

for Firefighters [as of 07/13/02]

The current minimum standards for FBVFD are as follows:

[1] Firefighters should have attended at least 1 training night per month, as assigned by this Standard Operations Guideline.

[2] Firefighters should have gone through 30 days of probation.

[3] Firefighters should strive to know how to pump and draft with Tanker 706, Truck 704, Brush 705.

[4] Firefighters should strive to know basic foam application using foam eductors.

[5] Firefighters should strive to know basic wildland fire techniques using rake, brush axe, blower, road flares for backfiring.

[6] Firefighters should strive to know basic communications with Central Dispatch

a] including 10-codes 10-1 "radio signal not readable", 10-2 'radio signal good", 10-4 OK, 10-6 Out-of-service, 10-7 Back in Hall and Available for Traffic, 10-8 En-route, 10-20 Location, 10-21 Telephone Call, 10-23 Arrived On-Scene, 10-24 Leaving Scene, Finished with Assignment, 10-25 Meet in Person, 10-33 Emergency Traffic, 10-50 Automobile Accident, 10-51 Wrecker Service, 10-70 Code1 Wildfire, Code 2 Car Fire, Code 3 House Fire, Code 4 Bomb, Signal 100 Search and Rescue

[7] Firefighters should strive to know basic communications using portables and mobiles

a] use only for fire department business

b] keep all communications to a minimum time and minimum amount of words

c] try to sound professional

d] do not use frequencies for personal communications except during emergencies

e] when trying to contact a brother/sister firefighter, do so on Channel 1

f] immediately upon contact go to Channel 3

[8] Firefighters should strive to know and practice basic hose and appliance maintenance

[9] Firefighters should strive to know basic principals of ladder use.

[10] Firefighters should strive to know that Safety is Nr. One. Their safety is of the utmost importance, followed by the victim, the victim's property, and standers-by.

[11] Firefighters should strive to know the basic rules that apply to driving their POV to the fire hall or to the scene during 10-33 Traffic.

[12] Firefighters shall strive to understand their duties. See Chapter 4 for further Duties of Firefighters

Firefighters shall be able to

identify and list vehicles and equipment

Truck 704; Tanker 706; roof ladder; extension ladder; dry chemical fire extinguishers; Scott 2.2 SCBA, tank, mask; flat head axe; pickhead axe; pike pole 10'; short pike pole; chain saw; multipurpose rope and pack; fog nozzle; solid bore nozzle; 5 sections of 1-1/2" hose; 5 sections of 2-1/2" hose; hydrant wrench; hydrant; hose bed; SuperPASS; full turnouts with helmet for demonstration; 10 foot step ladder; Incident Command tote board.

Evaluation methods for basic firefighter knowledge

evaluation tools for retention of knowledge and skills

give a down-and-dirty oral quiz after each session to check for retention and learning

ask frequent questions during training to see if the candidates are learning what is required

analyze evaluation and adapt training program based on the results of evalutions

if the students are doing ok on the down-and-dirty quizzes, we will go on

if the students are not doing well on the quizzes we will go through the important points, or the most frequently missed questions, to check for retention
