Chapter 9: Training

Objectives of the Training Officer
The Training Officer shall [1] try to help each Fire Fighter become competent in as many areas of fire fighting and safety as possible. [2] The Training Officer shall try to observe the Va. Dept. of Fire Programs documentation for Training of Firefighters and Jr. Firefighters. [3] The Training Officer shall strive to become certified in the following areas:
[4] The Training Officer shall keep a log of what is taught, who is present, and when the training took place. Notes should be kept brief to explain what was taught and the extent to which it was taught. [5] The Training Officer shall appoint a Safety Officer during training, or fulfill that duty himself/herself.

The TO shall encourage all firefighters to attend Virginia Department of Fire Programs classes. A copy each of certification should be placed in a folder/notebook showing which classes FBVFD firefighters have been certified in, and placed on file.
The TO should encourage all Firefighters of the Department to attend the following classes when possible:
HAZMAT Awareness Firefighter I CPR/First Aid
HAZMAT Operations Firefighter II Basic Pump Operations
Vehicle Extrication Farm Veh. Extrication Rural Water Supply
Guidelines for Training at FBVFD
The TO should attempt to train each individual firefighter to FFI standards. The TO will attempt to teach in-depth the following areas, over an extended period of time. The TO will realize that volunteer firefighters are not required to attend VDFP classes. The TO will realize that volunteer firefighters are required to attend one training night per month. The TO will realize that this training is very difficult and extremely hard to arrange in blocks of time for volunteer firefighters. However, if the TO keeps "plugging at it", eventually he/she will have the FF's at FBVFD trained to an acceptable degree, whatever the Chief should deem as "acceptable".

INSTRUCTOR ASSIGNMENTS ON MEDIUM AND HIGH RISK DAYS:
The TO will adhere to VDFP guidelines concerning Medium and High Risk Days. He will incorporate smaller groups to facilitate the instructor-to-student ratio of 1:5.
DAYS THAT REQUIRE GROUPS OF ONLY 5, DUE TO MODERATE OR HIGH RISK:
I. PPE and SCBA 8 4 A&B Classroom/Skill
classroom instruction; PPE inspection, donning, proper use of. Do timed donning, maintenance of PPE; go over Performance Objectives for SCBA; a] operational checks, donning methods, replacing cylinders, by-pass operation, skip-breathing, recharging cylinder, restricted passage, controlled breathing, failure of SCBA, maintenance, inspection of.
II. Search and Rescue 4 7 Classroom/Skill
classroom instruction, primary and secondary searches, rescue of victims, removing victims from hazardous environments; portable power plants, life safety harness inspection-donning; rope rescue and lowering victim.
III. Ropes and Knots 6 6 Classroom/Skill
classroom instruction; tying all the knots, securing immovable objects; hoisting appliances and tools
IV. Forcible Entry 6 8 A&B Classroom/Skill
classroom instruction; identifying, carrying, using correct tools, forcing doors; breaking windows, walls, partitions; sounding, cutting roof with axe. [May Combine this day with Vertical Ventilation, but they need "ladders" first.] FBVFD will provide pallets covered in plywood and tar paper. Students will practice making their roof cuts.
V. Ground Ladders 8 9 Classroom/Skill
classroom instruction, hoisting roof ladder, on extention ladder using leg-locks and placing roof ladder correctly; placing, carrying extention ladders; ladder carries. 1-2-3-4-5 person
VI. Ventilation 3 10 Classroom/Skill
roof instructor, more ladder practice and take pallets to roof and practice hoisting with rope their uncharged hose line and nozzle, pikepole, axe, chain saw; practice cuts; ladder practice, hoisting, etc. ; alternate between roof and ground, provide instruction on hoisting, ladder use, tool use, safety; classroom instruction, safety officer at pumper
VII. Fire Hose 8 12 A&B Classroom/Skill
Classroom instruction, safety officer at pumper, hook a hydrant, hose carries, supply line laying, inspecting, cleaning, maintenance, accordion, horseshoe, flat lays; single line extention, nozzle operation, connecting, simulate standpipe by coupling to a pumper, replacing burst section; hoisting 2.5" uncharged, advancing charged attack line
VIII. Salvage and Overhaul 6 16/17 Classroom/Skill
Classroom instruction, salvage cover cleaning and storage; salvage covers folds and covers; salvage cover folds and covers

X. Practical Evolutions 8 FBVFD Skill
NOTE: THE USE OF SCENARIOS PREVIOUS MENTIONED WILL HELP FACILITATE THE COVERING OF ALL PRACTICAL EVOLUTIONS
Using pallets on roof, simulate vertical ventilation. Students will carry and raise ladders, hoist tools, hoist charged line and nozzle, secure nozzle to ladder using correct tools and leg locks, use tools correctly, climb ladders successfully. Students will use axe to cut their roof correctly, pikepole to break open ceiling tiles [simulated], and use chain saw to make some of their cuts. Two students will be on the roof at one time, one in leg lock with nozzle, one footing ladder, tying knots to tools and hoisting tools; Using pallets on ground, students will attack life fire to simulate class A fire; Coordinate Attack crews for interior class A fire [simulated] using SCBA on air, full turn outs, and 2-in-2-out plan, IC tags, and IC marker board. Second crew in SCBA, not on air, as standby, rest & rehab; Laying hoses, correct nozzle use, ladder carries, hose lays, getting on and off apparatus, correct tool carries.
XI. Structure Fires : Clinchport Training Center Skills
NOTE ON SAFETY OFFICER
Safety officer at pumper; groups of five students, each with its own instructor, will "round robin" instruct. The groups will go through 5 different stations with the Instructor, time permitting. The stations will be: a] interior attack team, b] stand-by team, c] horizontal ventilation team, d] gripe session: sit down on the ground and talk about what we did good and what we did bad, e] rest/REHAB station REHAB: Coordinated by Duffield Fire and Rescue ambulance crew on standby, or available volunteer rescue crew.

NOTE ON EQUIPMENT TO BE BORROWED:
This Instructor will borrow a laptop computer, lcd projector, and lenticular screen from Nickelsville Elementary School library where he is employed, through his work. His backup will be the same equipment from Rye Cove Intermediate, through Ms. Patricia Currier, Librarian. The Department is also working on a VFIRS Grant to procure a lap top computer. Each of the computers has Powerpoint. This Instructor will create screen presentations for each of the above listed subjects. If this fails, he will create overheads using pens and clear acetate, based on the overheads in the Instructor's Guide for Firefighter I.

Engine 701[a], Pumper 704 [if available], Tanker 706, First Responder 711 [or 707], roof ladder; extension ladder; 4-5 dry chemical fire extinguishers; [3] Scott 2.2 SCBA, tank, mask; [1] Survivair Panther 2216, [1] Scott 50, tank, mask; flat head axe; pickhead axe; pike pole 10'; short pike pole; chain saw; multipurpose rope and pack; multipurpose rope cut in 4 foot lengths for each firefighter to practice knots; fog nozzle; solid bore nozzle; 5 sections of 1-1/2" hose; 5 sections of 2-1/2" hose; hydrant wrench; hydrant model borrowed from GCFD if available; hose bed model borrowed from GCFD if available; [1] SuperPASS; full turnouts with helmet for demonstration; sprinkler head model borrowed from GCFD; 10 foot step ladder; Incident Command tote board borrowed from GCFD, or notepad.
Training Sites
Training sites will be [1] in front of Fort Blackmore VFD on hard top; [2] CSX siding area directly across the road from FBVFD; [3] Fort Blackmore Primary School, [4] Clinchport Training Center [if not for certified training or with junior firefighters present; Engine 709, Pumper 704 [if available], and Tanker 706 will be in-service, available for training, during most training nights. They will be driven by a FBVFD Officer or Firefighter [EVOC Driver-certified] to and from the training sites when required.

Philosophy of Training of FBVFD
The philosophy or general idea behind training at Fort Blackmore Volunteer Fire Department is three-fold. First, training welds the individual firefighters into a single unit. They train together, learn together, and sweat together. After all of that, they should begin to think and do as one unit on the fire ground.
Second, the firefighter will begin to think in terms of the whole fire scene, and not just it’s individual parts. The FF sees the house burning, and after sufficient training, should be developing a plan within his/her head. This plan will lead them to successfully combating the fire and leaving the property owner with a home and not a heap of charred rubble.
Third, and finally, training in large quantities, with plenty of quality, will bring the firefighter’s safety at the forefront. Safety is the highest of importance in all the things that a FF may learn. If he’s hurt, he’s no good to his captain, no good to his buddy, and no good to his family. To prevent injury to the firefighter, bystanders, officers, and home owners should be the capstone by which a fire department grades itself.
Of course, a philosophy of training is no good without a training officer. That officer should be dedicated to learning even more than his students. If he can help the FF’s solve problems on the fire ground without his help, he has won a major battle. Training, then, should be considered the 2nd capstone of a fire department.
Integrity, or honesty, is the 3rd highest of ideals that a fire department should concern itself. If it cannot train its members to put out fires or help other departments to extinguish fires, it’s no good to anyone. Has the FD honestly tried to meet the goals it should have? Has it spent money on training; time on training; and has it tried to train everyone to the same standard?
As a Fire Department, Fort Blackmore should keep all these in mind:
