Standard Operating Guidelines

Chapter 9: Training

Working Copy | Revised January 2005

Objectives of the Training Officer

The Training Officer shall [1] try to help each Fire Fighter become competent in as many areas of fire fighting and safety as possible. [2] The Training Officer shall try to observe the Va. Dept. of Fire Programs documentation for Training of Firefighters and Jr. Firefighters. [3] The Training Officer shall strive to become certified in the following areas:

Firefighter I Firefighter II

Instructor I Haz-Mat Awareness

Haz-Mat Operations Rural Water Supply

Officer I Basic Pump Operations

[4] The Training Officer shall keep a log of what is taught, who is present, and when the training took place. Notes should be kept brief to explain what was taught and the extent to which it was taught. [5] The Training Officer shall appoint a Safety Officer during training, or fulfill that duty himself/herself.

Possible Areas of Instruction for In-House Training

The Training Officer [TO] shall attempt to train all fire fighters and junior members in these major areas:

Pump Use

Etc.

Possible Training Topics

The TO shall encourage all firefighters to attend Virginia Department of Fire Programs classes. A copy each of certification should be placed in a folder/notebook showing which classes FBVFD firefighters have been certified in, and placed on file.

The TO should encourage all Firefighters of the Department to attend the following classes when possible:

HAZMAT Awareness Firefighter I CPR/First Aid

HAZMAT Operations Firefighter II Basic Pump Operations

Vehicle Extrication Farm Veh. Extrication Rural Water Supply

Guidelines for Training at FBVFD

The TO should attempt to train each individual firefighter to FFI standards. The TO will attempt to teach in-depth the following areas, over an extended period of time. The TO will realize that volunteer firefighters are not required to attend VDFP classes. The TO will realize that volunteer firefighters are required to attend one training night per month. The TO will realize that this training is very difficult and extremely hard to arrange in blocks of time for volunteer firefighters. However, if the TO keeps "plugging at it", eventually he/she will have the FF's at FBVFD trained to an acceptable degree, whatever the Chief should deem as "acceptable".

NFPA Guidelines

Also, the TO shall attempt to observe NFPA guidelines as regards to:

who may train

what the firefighter must wear

live-fire instruction

etc.

Evaluation methods and tools for firefighter training program

Evaluation tools for retention of knowledge and skills

give a down-and-dirty oral quiz after each session to check for retention and learning

ask frequent questions during training to see if the candidates are learning what is required

Analyze evaluation and adapt training program based on the results of evalutions

if the students are doing ok on the down-and-dirty quizzes, we will go on

if the students are not doing well on the quizzes we will go through the important points, or the most frequently missed questions, to check for retention

Identify and list who will administer evaluations; all instructors involved will get into study groups to discuss most frequently missed questions on the down-and-dirties:

J. Currier-Instructor II {13331} / or Current TO at FBVFD [2005]

How evaluations will prove student competency

the most frequently missed questions from our down-and-dirties will help determine what we need to go over during Review; oral questioning during classes will help the instructors determine if their methods are "getting through to them".

How you will get your students state certification

turn in all paperwork on time to Bob Rhea, Area 3 Coordinator, completed; he will ensure that the FFI candidates' certification goes through

Live Fire Training with regard to practicals and Fire Control training

Required positions; who will be assigned to fill them

we will use VDFP Section 13 Safety in Training from the Fire Instructor Manual if available

we will use NFPA's 1403 Live Fire Training Standards is available

Lead Instructor: J. Currier, TO at FBVFD [2002] [organizing Attack Teams, using IC Tags and IC tote board]

Safety Officer [stationed at pumper] or Engineer/Safety Officer

Attack Team Lead: [suited up, on air]

ReHab: an EMT provided by Duffield Fire and Rescue, or other available Rescue department, during life fire exercises, or First Responder provided by FBVFD

Stand-By Team Lead: [suited up, not on air]

Roof Team Lead [if required[

Water supply requirements

will use a Class A Pumper 701{a} for water supply

will use a Reserve Pumper 704 as backup, if available

will use Tanker 706 for supplemental water supply with 2.5" supply line connected

during high risk training, we will have drinking water available and a place to "take a breather" at the ambulance provided by available rescue department, at the ReHab area. Each group will rotate into the Rehab; they will have their BP taken before joining the attack teams and afterwards at ReHab.

Junior Firefighters and Live-Fire Training

õ õ

As of this Revision, January 2005,

No Junior Firefighters will be allowed Membership of the Fort Blackmore VFD

1. Under age members with regard to training and response to emergency situations. JUNIOR FIREFIGHTERS ARE LIMITED TO APPROVED BURN BUILDINGS ONLY!

policy governing under age members: VDFP Rules for Junior Fire fighters: found in the Instructor Manual 7-3.

1] 7-3.1 states that ages 16-17 are Junior fire members

2] 7-3.2 states that if the Jr Member does not possess a FFI

Certificate, the burns that he/she participates in are limited to

approved buildings, i.e. Wise Training Center., training only.

Jr. FF's, even if they have FFI certification, will not ride on trucks to emergency traffic in emergency vehicles, at FBVFD; they shall proceed non-10-33 in their own POVs.

Jr. FF's, age 16-17, even if they have FFI certification, will not enter a burning structure during emergency traffic; they are, however, allowed to train in a burn building

Jr. FF's, age 14-15, shall not participate in any emergency traffic at all nor be at the scene

Minors under 14 shall not participate in any practical training evolutions at all

If there is an underage firefighter taking my FFI course, I will explain to him/her that they will be allowed to take the classroom parts only. For a junior firefighter taking my FFI course, I will explain to him/her that they may take all of our course for certification, classroom, practicals, and a certified burn building; however, their department will not let them participate in emergency traffic inside a burning structure. When they turn 18, they will no longer be considered "junior" and a full FFI they will become, entitled to all the heck and high water they want.

Philosophy of Training of FBVFD

The philosophy or general idea behind training at Fort Blackmore Volunteer Fire Department is three-fold. First, training welds the individual firefighters into a single unit. They train together, learn together, and sweat together. After all of that, they should begin to think and do as one unit on the fire ground.

Second, the firefighter will begin to think in terms of the whole fire scene, and not just it’s individual parts. The FF sees the house burning, and after sufficient training, should be developing a plan within his/her head. This plan will lead them to successfully combating the fire and leaving the property owner with a home and not a heap of charred rubble.

Third, and finally, training in large quantities, with plenty of quality, will bring the firefighter’s safety at the forefront. Safety is the highest of importance in all the things that a FF may learn. If he’s hurt, he’s no good to his captain, no good to his buddy, and no good to his family. To prevent injury to the firefighter, bystanders, officers, and home owners should be the capstone by which a fire department grades itself.

Of course, a philosophy of training is no good without a training officer. That officer should be dedicated to learning even more than his students. If he can help the FF’s solve problems on the fire ground without his help, he has won a major battle. Training, then, should be considered the 2nd capstone of a fire department.

Integrity, or honesty, is the 3rd highest of ideals that a fire department should concern itself. If it cannot train its members to put out fires or help other departments to extinguish fires, it’s no good to anyone. Has the FD honestly tried to meet the goals it should have? Has it spent money on training; time on training; and has it tried to train everyone to the same standard?

As a Fire Department, Fort Blackmore should keep all these in mind:

1.] Training to be a Single Unit – A FD that can think as One

2.] Thinking of the Fire Scene as a Whole and not its individual Parts

3.] Safety

4.} Integrity {honesty}
